In 2017, access to housing for people with the lowest income improved.
In 2017, a total of 1,534 applications for establishing the right to conclude an agreement on rental of a social or municipal flat were submitted to the Office of Housing Affairs, of which:
- 978 applications for municipal flats, of which 809 met the income criterion
- 556 applications for social flats, of which 522 met the income criterion.
Applications are examined in terms of meeting the income criterion authorising to apply for housing assistance, specified in Resolution No. XXX/443/VII/2016 of the Poznań City Council of 7 June 2016 on the rules for renting premises from the housing stock of the City of Poznań (Journal of Laws of the Wielkopolskie Province of 2016, item 3839, as amended).
In accordance with this resolution, the average monthly income entitling to conclude an agreement on rental of a social flat may not exceed:
- PLN 1,250 per person in the case of a multi-person household (125% of the lowest pension)
- PLN 1,750 per person in the case of a single-person household (175% of the lowest pension).
As regards rental of a municipal flat, the average monthly income entitling to conclude an agreement in this respect may not exceed:
- PLN 1,750 per person in the case of a multi-person household (175% of the lowest pension)
- PLN 2,250 per person in the case of a single-person household (225% of the lowest pension).
Once the application has been determined to meet the income criterion, it is examined based on a score qualifications system.
Lists of individuals entitled to conclude a rental agreement
By way of order, the Mayor of the City of Poznań draws up an annual list of individuals authorised to conclude an agreement on rental of a social or municipal flat, selected based on applications received in the period from 2 January to 30 June of the year preceding the year for which the list is being determined.
The order of individuals entered in the lists is based on the number of points scorned by them. Each year, the minimum required number of points qualifying applicants to be included in the lists is determined, in accordance with the City’s anticipated capacity as regards disposing of vacant premises. In 2017, the minimum number of points set for the 2018 social list was 8 points, while that set for the municipal list was 15 points.
Annual lists of persons entitled to conclude a rental agreement, announced by way of Order No. 933/2017/P of the Mayor of Poznań of 21 December 2017 on establishing annual lists of persons entitled to conclude an agreement on rental of a social or municipal flat in 2018, include 343 items in the social list and 157 items in the municipal list.
As at 31 December 2017, there were 329 people and families entitled to enter into a rental agreement regarding a social or municipal flat in 2017. 298 people accepted the rental offer. 31 items in the list remained to be handled in 2018.
As part of the “Social housing programme with training support”, 70 people were provided with social flats.
As part of the “Flat for the Senior” programme, 14 families at senior age were offered flats from the housing stock of Towarzystwo Budownictwa Społecznego Spółka z o.o., that were ready to settle in.
Furthermore, the City of Poznań concluded a preliminary agreement on participation in the costs of constructing 35 flats in Koszalińska Street by Towarzystwo Budownictwa Społecznego Spółka z o.o.
Compared to 2016, there was more than a fourfold increase in the availability of social flats and more than a twofold increase in the availability of municipal flats.
